Question about basic stuff the thousandth time

I love going to store tournaments. Every time I go to one, a series of rules are interpreted differently from what I thought I know with 100 percent certainty. But when several players say it differently I always get uncertain..

A quick set of questions from my last one:

Exarx: Do they add two dice for both attacks or just one?

Navigate dial: Does it gives you a chance of changing speed AND add an extea click? Or change speed OR add an extra click?

Line of sight: Dot-to-dot measurement can't cross the attacker non-attacking or the defender's not targeted other hull zone?

Bye win: 8-3 or 7-4?

1) Just a single roll of the dice attack.

2) A dial is both speed and yaw. A token is just speed.

3) can cross the attackers non attacking zone as long as it is in arc. Cannot cross defenders non defending zone.

4) Bye is 8 with a reduced MOV (which is where the confusion reigns)

External Racks is a "while" effect (RRG page 5 under Effect Use and Timing) . So you must have started an attack in order to use it. Then you must discard the card to gain it's ability. When you start your next attack, it is no longer available to be used.

Also compare this to an upgrade that gives a benefit to both attacks in a round (i.e. Disposable Capacitors). The wording very clearly specifies that it applies until the end of the round.

Rules Reference Guide, page 3, under Commands:

Navigate, Dial: Increase or decrease the ship's speed by one, and/or increase the yaw value of one joint by one for this maneuver.

Rules Reference Guide, page 7, under Line of Site lists what prevents an attack. Also, FAQ page 6 under Attacks states that the attacker's hull zones don't block line of sight.

Tournament Regulations, page 13 (in text only version), under Pairings:

"When necessary, a player may be assigned a bye instead of being paired against an opponent. That player receives a win worth 8 tournament points and a Margin of Victory of 140 for that round of the tournament."

TLDR: @Drasnighta was right, and that's where to point others to if they question it.
