If I use the Watch, in the new phase I may trigger again(I triggered previously to the Watch ) ability on Skid ? How about the response on Ursula and I get the one free evade from Finn ?

Its still the same round, so once per round abilities can only be used once per round.
Once per turn ability can be used again.
I am less sure about once per phase. The card says, "repeat that phase".
Using the watch on the investigator phase is something you normally do when you are desperate. Its normal ideal to use it on the Mythos phase. You get the most benefit this way.
Thank you ! In general I use it to skip Mythos, but might be valuable to repeat Investigating also.

I would have thought it would be more beneficial to use it to repeat the investigator phase. Since you are in effect skipping the enemy as well as the mythos phase. Although thinking about it a bit more, I think it's a bit more situational. If there are enemies engaged with you it might be beneficial to repeat the investigator phase. Whereas if there are no enemies, skipping the mythos phase would allow you to draw a card and gain a resource.

Plus skipping the mythos phase unexhausts all exhausted cards and allows you to trigger once per round abilities a second time. (as opposed to repeating the investigator phase).
I agree it really depends on enemies. That being said, outside of elites, you need to stay on top of enemies each turn to avoid being overrun. Most turns you end up cleaning most enemies as they come out.

If you replay the Investigator Phase, you're investigators are still exhausted (flipped) because the Upkeep phase has not been triggered. This was not the intent of the card. From The Gold Pocket Watch page on arkhamdb.com, which in turn is from an official response:

I was just adding the card's rulings. I suspected its mechanics could be called into question, and its rulings a helpful to know.
I think in most situations it's more helpful to skip the Mythos, like you said, because passing though the Upkeep Phase readies cards and nets you a card and resource. I just wanted to say that although your cards don't ready, you are permitted to take more actions because your investigator readies, as it were, f you replay the investigator phase.
