No. His ability only applies to non-front arc weapons (so Turret and Bullseye if they ever come out with a bullseye torp). If they stated otherwise, they're wrong.

He can get to 5 dice with a proton torp but then so can anyone with an elite slot.

His ability has no interaction with them.

Specifically with Trick Shot across an obstacle.
