Two Activation Question

So I am brand new to IA (I just bought it Saturday), I've been playing the app, and in it I have two Activations per Hero (I'm playing solo). How and our why do you get two activations?

The rebel players always have 4 hero activations per round.

When playing with 2 heroes both gain the Legendary reward card, which gives them two activation tokens each and extra Health.

When playing with 3 heroes, the heroes gain the Heroic reward card, which gives them extra Health and one extra activation token to rotate (switch) between them.

Fewer heroes also get less credits as a reward, because if when are less heroes, they get to use the items more often due to the extra activations.

The app works in the same way.

You can play the app campaigns solo with 3 or 4 heroes if you're up to it. (I always play with 4 heroes, but you can consider me "advanced" for some definition of the word.)

Activations are how the heroes get things done in the game. Cutting the hero's activations in half by going from 4 down to 2 heroes would cripple them if they are not given additional activations to compensate. By giving the heroes the same amount of activations (and a similar amount of health) as if there were 4 heroes, the Imperial side does not have to adjust the difficulty of the mission just because there is a different number of heroes.

Thanks! I hadn't seen that in the rulebook and I was trying to figure out how they were coming up with that.
