Informant and Advanced Sensors

I put Listening Device on a ship with Advanced Sensors. When can that ship perform an action?

  • During the System Phase?
  • During step 1) or 3) of the Activation Phase?
  • Only during step 3) of the Activation Phase

Relevant rules:

Setup: After placing forces, choose 1 enemy ship and assign the Listening Device condition to it.

Listening Device
During the System Phase, if an enemy ship with the Informant upgrade is at range 0-2, flip your dial faceup.

Advanced Sensors
After you reveal your dial, you may perform 1 action.
If you do, you cannot perform another action during your activation.

Activation Phase
Each ship activates by resolving the following steps in order:
1) Reveal Dial: The ship’s assigned dial is Revealed by flipping it faceup and then placing it next to its ship card.
2) Execute Maneuver: The ship executes the maneuver selected on the revealed dial.
3) Perform Action: The ship may perform one action.

I think, the question boils down to the difference between "reveal" and "flip". During the System phase the ships dial is "flipped", but it is not "revealed". So Advanced Sensors doesn't trigger.
But what happens during step 1 of the activation phase? A ship "reveals it's dial by flipping it". What if the dial has already been flipped via Listening Device? Does Advanced Sensors trigger?

Only when you take your turn in the activation phase.

Just because you reveal bu flipping dowesn't mean every flip is a reveal.

I believe advanced sensors is targeting the reveal dial part of your activation, which happens even when your dial has already been flipped by the informant, so you'd still be able rp take your action with it in thst window.

So you're saying, the first sentence of Advanced Sensors is equivalent to

"After step 1 of the Activation phase, you may perform 1 action"

That makes sense.

Except that it's not written that way because of the Ion token. (and probably more reasons)

If you're Ionized, you don't have dial assigned to you and you skip the Reveal step during the Activation Phase.
The way you've worded it, your Advanced Sensors still work, even if you are Ionized.

EDIT: After re-reading your wording, I guess it's pretty much the same thing. As long as it's understood that if you skip step 1, then your "after step 1" trigger won't happen.

In my opinion, "after you reveal your dial" and "after the step in which you reveal your dial" doesn't seem to have any meaningful difference at this point in the game. If the dial is already flipped face-up when you get to the Reveal Dial phase, you can always flip it face-up again, if it matters.
