At what point in the game does the player gain the 2nd Focus Token. In Phase 3: Activation Phase or Phase 4: Engagement ????

Before end of phase 3

Immediately after taking the focus action before going on to anything else. Functionally it just makes your focus actions give two tokens instead of one.

The card says "after you perform a [focus] action" so it happens immediately that ship performs a focus action. The phase doesn't matter; it comes right away.

Keep in mind that a ship can only perform a focus action once per round.

Immediately following the focus action, which could happen in a variety of phases. Usually in the Activation Phase, but a Deploying ship will take its action in the System Phase, and a Scum ship with Han Solo gunner or a ship being coordinated by the Ghost with a docked Sheathipede can take a focus action in the Engagement Phase.

The Phase isn’t important. The important thing is that you basically get two tokens for the single focus action.
