FFG just released the new Tournament Regulations that will be valid for Worlds (and for any OP event starting October 20).
Big Changes:
-The second player not getting fate is now official. The first player is not determined randomly as in the RRG, but the winner of the toss get to choose, as always.
-The round time is now 65 minutes.
-Going to Time has been reworked.
The first player not being determined randomly is hardly a change. That's always been a difference between the RRG and tournament rules.

I know, I know, but because it was one of the changes during Setup in the RRG, along with the No second Player Fate, I just clarified so people knew one of the changes was official but not the other, to avoid confusion. That’s why I put “as always” at the end.
