If an A Wing fails a barrel roll, can it still use the ship ability for a red boost?

I assume no as it failed the initial action

No. Failed actions cannot be used as triggers for other effects (other than Composure, which specifically refers to failed actions).

Though the Focus action granted by Composure could be used to trigger that boost, though you'd have been better off just focusing > red boost in the first place time wise.
