Are Jam and Coordinate actions both like locking? Measure to everything then pick one? Or do you have to declare who you are trying to jam before and fail if out of range?

Yep, they work the same way - check all potential targets, then pick a legal one - and fail the same way, i.e. only if there is no target in range to be chosen.
