On his the card it reads; if you are at range 0-1of a friendly ship and in arc of the attacker, you can take the damage.

My question is, does Biggs have to be in range of the attacker (0-3) and in arc OR only in range of the friendly ship (0-1) and in arc of the attacker.

Arcs go from the edge of the base of the ship to range 3. Biggs would have to be within range 0-3 of the attacker as well as range 0-1 of the ship being attacked.
