It lets me put either the Agile or Hotshot Gunner on a TIE Punisher. But both refer to turreted attacks or ships. It this a mistake? Or what could they do on that ship?

They don’t do anything but you can legally equip them.
It's weird that they don't have the turret requirement but they don't.
At least that will help Imperials if we ever get another meme tournament and the format forces us to carry one of these two upgrades.
the app doesnt prevent you from equiping useless upgrades. If you can legally equip it, you have access to it.
Its like PWT ships being allowed to use Fearlessness when they dont have a V primary attack (thanks to the faq stating they are separate from movile arc pointing forward)

It's so ships like the Jumpmaster that have turret arcs but don't have the rotate action on their action bar can equip them.

No. They don't have a gunner slot... They also have a red rotate as a linked action.

Linked actions don't qualify you for things that require a given actions, only base actions. So focus > roll qualifies you for stuff requiring focus, but not roll.

Wasn't what their statement was about. Jumpmasters cannot take gunners. No gunner slot. Jumpmasters do have rotate (they stated it doesn't), it is just a linked to red action which, as you stated, does not work for upgrade requirements.
However, a putative ship with only linked rotates, and a gunner slot, also couldn't take stuff that required the rotate arc action.
Which is what I was clarifying.

Like the sf not being able to equip VTG.
Skilled Bombardier is a Gunner, that is why a Punisher has the Gunner slot. Agile and Hotshot share the Gunner slot but do nothing on a Punisher.
Best gunner for the punisher is 5B though.

If you're only taking 1 Punisher. Skilled Bombardier is a good alternative on the second Punisher if two are taken or for both if playing No Glory.
