If a ship is going to drop a bomb during movement, is that bomb dropped BEFORE they even move, or if say they are planning on doing a boost as part OF their movement, can they do their normal move, drop the bomb there, THEN do their boost?

SHORT ANSWER: Usually no, but there ARE ways to do it.
LONG ANSWER... There are two kinds of Bombs (upgrade) in the game, loosely defined into two groups:

Reveal Bombs
are things like Seismic Charges, Proton Bombs, Bomblets, and Thermal Detonators. (more examples exist)
- They are so named because, you usually place them after you have revealed your dial, but before you have moved.
- These bombs are usually small and square shaped.

Action Bombs
include Proximity Mines, Connor Nets, and Cluster Mines
- They are called that because they are usually deployed as an action , after your maneuver.
- Mines vary in shape, and are often round, or have irregular shapes.
Given that, there are ways to do what you've described. The Genius astromech, for scum, lets you drop a "reveal bomb" after you execute a maneuver, but before your perform action step. For action bombs, you'd merely need a way to perform a secondary action after placing the bomb... usually due to a card like Push The Limit.

What @emeraldbeacon said, with the additional caveat that there aren't any 1.0 bombs whose drop timing is "before you move", and even if there were it's not clear that that would have counted the movement repositioning actions anyway. In 2.0 we have a movement keyword that's defined as inclusive of both maneuvers and repositioning actions, but we didn't have a similar definition in 1.0. There are a bunch of 1.0 effects that trigger before (or after) you execute a maneuver , but that definitely doesn't include things like Boost and Barrel Roll.
Small addition for Advanced Sensors combined with boost (combo available to Havoc w/engine upgrade, or TIE Punishers...) Because you choose the order of your "before reveal" abilities: you can use AS to boost first, then drop a "before revealing your dial" bomb, and then reveal and execute your selected maneuver.
Similarly: a Punisher with AS and Experimental Interface can (before revealing your dial) boost, then use EI to drop an Action bomb, and then reveal and execute the maneuver.

One more point related to @emeraldbeacon 's reveal and action bomb definitions. In 1e topics you will often see people use 'bombs' and 'mines' respectively as shorthand when referring to 'reveal bombs' and 'action bombs'
