At 32 pts, for a low init swarm, the more nimble and only slightly less durable Spacer is the better option. It can actually use its tractor beam at full engagement range with full offensive (Lock or Focus) and/or defensive (Evade or Focus) mods and runs a very decent chance of having a better effect than the Tug.
