Question:

If I use Elusive on lets say Ten Numb, who has a linked action (white focus leads to red barrel roll), will the red barrel roll cause Elusive to replenish? The card states red maneuver, and I am not certain if an action, that is a movement would count or not.

Barrel Rolling & Boosting are not maneauvers, so no.

No, a red maneuver is from your dial or other rule that specifies maneuver. Ten Numb's linked barrel roll is a red action.
