Precisely. In Second edition, the term "evading" simply means "have an evade token..." it doesn't matter where you got it from. For example, Juke works brilliantly on TIE Defenders and TIE Phantoms, thanks to their ship abilities to perform evade actions outside of the normal activation phase.
You could TECHNICALLY also put it on a small-base rebel ship with Lando, and hope your roll gives you an evade... but that's rather risky, IMHO.
or a ship with PerCo and Jyn
Rules Reference page 10:
"EVADE
"Pilots can evade to fly defensively. When a ship performs an [Evade] action, it gains one evade token.
"A ship is evading while it has at least one evade token."
