Hanger Bay lists C&C please

I've got a league game coming up that's in Hanger Bay format (you bring 2 different standard format lists, different factions if possible, and the opponent chooses which one to fight). I have two lists and would like some feedback on both of them. My play-style is fairly eclectic, I can roll with pretty much anything, but I prefer having lists that have more generics than named.

My Imperial list is designed around outmaneuvering opponents. Vader does his thing and will probably break off from the Phantoms to kill off the enemy's heaviest hitter. Phantoms have Collision Dector just in case I need to really maneuver near rocks.

Scum, on the other hand, is totally designed as a mini-Howlrunner swarm, with Drea giving re-rolls to the Kihraxz fighters/Headhunter.

Just had it pointed out that Phantoms can't target lock, so now I need to re-configure that list...
