Any one know why there are 2 elf ref. tiles. is their something wrong with one of the tiles?

Yes, one of them has the wrong starting values for food, ore and wood. The corrected replacement (along with the replacement cities) comes on a smaller sprue with a little paragraph of text explaining why it's there. Apparently they caught the mistake before shipping, but after printing had already completed.
