We have decided that the Ice Queen moves when someone casts a Spell and the Toad King moves when someone pays a fate.

Did you find a change of rate in activating either because of this? At only guess, it seems like the Toad King would be less active and the Ice Queen would be more active, and both would only be active depending on what players do rather than (also) what happens inside the game environment.
The Ice Queen will be less active now then. Frostmarch cards roughly make up a third of the deck, so she will be more active than the Reaper in a normal game. If someone forgets, then they forget., but the Frostmarch icon is quite clear...

It's not so difficult to see the Frostmarch icon.
Anyway, if i see the card, i know immediately if it is from Frostmarch or not.
But feel free to make your own rules off course 
Thanks for the info, guys. I was able to determine that T.K. would definitely reduce in activity at times. He would depend a flurry of Fate use to really get at someone. Not sure I care for that. Fate is too hard to come by, and I can see him sitting there doing nothing in the latter half of the game... when most characters would be in the Middle Region (sans any realm boards).
Simplifying isn't always the best way... and Fate isn't really what the T.K. was designed for. I think it is probably easier to know when a Magic Object or Spell use comes into play than spotting an expansion icon... but the c'est la vie.
1) The Reaper comes into play when an Adventure Card with the Reaper symbol is drawn.
2) The Ice Queen comes into play when an Adventure Card with the Snowflake symbol is drawn.
3) The Toad King comes into play when a character rolls a "1" for his move (A Toad moves 1 space per turn, so the Toad King thinks it could be a Toad moving.)
What do you guys think of this scenario?

The Reaper has some pretty dire consequences, your character dying and all. I find that rolling on 1's is pretty effective and the Reaper invariably visits someone every game, and often he pays more than one visit.
With the Ice Queen, it's not so much looking out for the icon, it's the snowy theme that we look out for. If it seems snowy, good chance it's her card. For a lot of situations we try to play a courteously forgetful game where we don't remind someone else of their options if they can't remember, but we always do for the NPC's because they can't speak for themselves
Even if it's not our turn and it might work against us, we still speak for the NPC's.
I like how much hopping TK does right now and that he's limited to the Inner Region. A lot of strategies have happened to simply avoid or lure him, which is pretty fun. Sometimes we go a whole game without using any Fate ( but we sure are happy when we can dodge a bullet with it )
I'm all for modding rules but so far I'm pretty happy with existing NPC rules. Maybe something a bit lighter like anytime someone pulls a Reaper deck card, the Reaper moves 1 space towards the character that pulled it?

That's probably pretty good. Don't know if its less or more than his standard trigger, but it is MUCH better than on a Fate use. Of course, it's your game and you should do as you and yours prefer.

Your notion for tying the Reaper to its expansion cards is interesting... though its not thematic like the Ice Queen and Frostmarch. I don't know if 1 space at a time would be to the tastes of most groups, but as one who hates that NPC, I would find that tolerable to play if others want to.
If you're play with all three NPCs, well, that's certainly a lot to keep track of... but its definitely new and any game can always use a good change of pace on a regular basis. It's a good notion, I.B., for as stated that's the only way I would find the Reaper tolerable.
How are the experiences with adding the Ice Queen and Toad King to the game.

I just looked over the Toad King and the Ice Queen. They both sound kind of interesting.
I do think that the ice queen teleporting to a character each time is way too much. Ideally 1 movement towards the drawn card would be cool (cold = slow does it not) That would still allow lots of turns for her.
The toad should be allowed to go to the outer region. Middle region does not make sense, especially with a desert. I think he should be able to cross the river at will. As for a movement system for him, maybe each time a follower or stranger is drawn (2 drawn = 2 hops). The movement should be the most direct route to the drawn card. That could create a unique movement system. I know fate isn't used too much in my game. I have 4th board with no fate regen spots.
What would be hilarious is if as soon as a person returns from being a Toad, another Toad King is spawned in the Cursed glade. It would be hilarious having 3-4-5 toad kings hopping around the board. A new one spawning with any casting of Toadify would also be waaay too hilarious. No matter what the result of the spell, a new Toad King is spawned. That would be so much fun. Just imagine a bunch of Toad Kings hoping towards you during a game.
There are only 84 frostmarch adventure cards from a 290 card deck, so i think that's not much..
Whoops I was totally thinking Highlands cards for some dumb reason. I was thinking of a big stack. LMFAO stupid me.
I am going to do a Reaper/Toad King/Ice Queen game.
Queen will move a D6 for drawn Frostmarch cards. Always towards the character drawing the card. If she lands on anyone they face her wrath.
Toad King will 1 hop for each Follower or Stranger, in the direction of the drawn card.
Reaper will follow traditional rules and the Reaper card pulls. If at anytime some one rolls two dice for movement and rolls 1,1. He will teleport to them.
I'll keep stats on moves, and interactions for this version.
Too confusing for reaper to move with a 1 roll and a reaper card pulled. Switched to just reaper cards.
Ice Queen is moving tons. Frostmarch cards must be close to the top of the deck.
Toad King is moving almost once a round. I am going to have to decide on either Strangers or Followers to make him move.
Death actually landed on a spot with three characters at once, that was cool.
