Yes. You choose the order in which your list's abilities are applied if they trigger at the same time.

It's important to note that Roark only allows a ship to engage at Initiative 7, it doesn't actually change that ship's initiative. If Roark used it on (for example) Lando Calrissian, then Lando would engage at 7, but maintain his normal Initiative of 5. To that end, While you could Roark him up to shoot at 7, if Lando used Swarm Tactics back on Roark, Roark would only go up to 5.

Yeah you can choose the order but it's irrelevant for the reasons emerald laid out.

The card specifically says "engages at initiative 7" not "change initiative to 7". I suspect specifically to avoid the combo of an all 7 Swarm tactics.
