Here’s the scenario: I have a unit that has received a stun token. To get rid of the stun token, I dial up a rally on my action dial and a reform on my modifier dial. When I reveal my dial, my opponent chooses to stun my modifier dial taking away my reform. I thought that the rally action removed all banes. It would seem to me that the rally should’ve absolved the bane but my opponent is adamant that the stun occurs before my rally action. Any thoughts?

The way I'm reading this, you would use a bane on the reveal, before the action part of the command tool was performed, so I think your opponent was correct.
Yeah. Stun works during Step 1 of activation (RRG 5.1). Your rally works during Step 2 (RRG 5.2). So the stun goes first.
Same deal regardless of which dial your rally is on. Stun is in Step 1, Left side dial Rally is Step 2, right side dial Rally would be in Step 3.
That was the consensus that our playgroup arrived at. Seem so dirty to me though. Makes the bane that much more powerful in that it works before a player rallies. I suppose rallying off an immobilize token essentially achieves the same effect as delaying one for a turn. I figured I'd float the question out there to see if we were missing something simple but it seems we've been playing it correctly. Thanks guys
The good news is if they spend the stun that way, by the time you perform your rally action you'll have no banes, so (assuming you have no exhausted cards) you'll get an inspiration token, which CAN be spent before your opponent can spend the bane.

Spend Inspiration First. Spend stun second. Then left side dial, then right.
Inspiration is really good, because you can remove the stun token, before your opponent can spend it.
Without an inspiration, you opponent would indeed spend the stun before you can remove it.
