Yes. It's not a regenerating charge so it's fair game for chopper. Don't think about it too a hard

Thanks was a little confused about talent. Normally that is nothing you equip, but have. Physical stuff put on a ship like proton-toroedoes in my ears sounds like an equipped upgrade on a ship

Everything you equip in a ship's slots is an upgrade. Yes this does mean some things go super wonky in edge cases if you look too hard at the flavour behind them.
