My question is pretty simple, what does it mean to be damaged? Hull damage only? Or does shield damage count?

For reference here is the card text "At the start of the Engagement Phase, if you are damaged, you may perform a red reinforce action."

From the rules reference:

A ship is damaged while it has at least one damage card. A ship is Critically damaged while it has at least one faceup damage card.
