Just to throw out another one... I think a visually appropriate unit for rebels would be a set of four Guardians of the Whills, the red-robed religious pilgrims (?) from R1. Maybe a minor force, low point force power.
Future Rebel Units

I think actual bodyguards wouldn't wear cumbersome robes like that. This is one of the things I always felt games got wrong. They seem very ceremonial in nature. I think a dark jedi of his stature would be pretty hard to assassinate.

what better display of power and wealth than to train the most elite unit to stand around intimidating people you could squash with your mind?
same reason the imperial pallace on coruscant (a planetwide overpopulated city) is described as having GIANT ROOMS with TONS of empty wasted space. ?

They seemed more akin to a personal bodyguard to me than a ceremonial task on a parade.
Since Palpatine is a commander, you can justify them being included as they'd be his personal escort. Whether or not Palpatine belongs in a tactical miniatures game is another debate.

You guys know there's a deleted scene where the Royal Guards threaten Vader when he tries to enter the Emperor's chamber unbidden, right? They're supposed to be a physical threat to people who want to get near to the emperor.

You're entirely right, the questionable choice was for FFG to put the Emperor anywhere near a skirmish. It's perfectly reasonable that the guard should be with him.

I'm not going to buy Palpatine, his guards, or any rebel honor guards if they are ever released. What I think they SHOULD release is different from what I think they WILL release.

Yeah, it's hilariously OP, like most homebrew.

What would you suggest. If I remove steady then they’re just better rebel troopers. Maybe if I remove steady, and have them at ~100pts for a four man squad with heavy weapons, gear and training slots

I'm no expert, but the Speed 2 Steady is the first thing that makes me LOL.
Yeah I think that would be OP, hence why snows only have speed 1.
Back to topic: I wouldn’t really want to see another trooper group per say (other than the hero types), I’d rather see more unique stuff like the tauntaun troopers or some heavy tank would be cool. Troops may feel like a reskin/ restat of what exists already. Like we have regular troops, fleets, and the commandos, soon wookies. That’s enough to work with for now. Once it gets stale different troops will be needed. It’ll be interesting to see what FFG puts out after all the units that have been announced come out.
I’d like to see a troop transport like the Razorbacks and Rhinos in 40k space marine armies. ?
I’m not sure what they look like exactly in SW galaxy but I know there are vehicles out there, repulsor or tank treads.
Small-ish guns and can carry one full unit around the field at decent speed before deploying them.

So the Imps have a vehicle almost literally this as a repulsor (The Recon Troop Transport). The best rebel equivalent I can think of in recent memory might be an A-A5 Speeder truck which has been technicalled, it was in the mobile strategy game (which has the vehicles and units and stuff canon) though that's obviously a civilian vehicle upgunned, but it is used in the game to deploy wookiees.
Maybe have Operative Squad Units.
Rebels: Ghost Crew or Rogue One
Imperials: Inferno Squad
Also, definitely want to paint up some rebel pilots at some point!
Just going to throw this out here.
Obi-Wan "Ben" Kenobi as a Rebel Operative, with different stats compared to the extremely likely Clone Wars version.

Maybe more defensive, less agressive with some force protect powers than the CW version
