You could also make the most annoying U-Wing ever with just Informant and Cassian. I believe the interaction would still work?

It does work, but sadly Informant isn't as good as Intel Agent from 1.0. You can only assign the condition to a single ship and it doesn't migrate like the new Kallus does.

Cheapest now is attack shuttle ezra with Cassian and sense

it works poorly, because Cassian's ability will proc at Initiative 1 of the System Phase, but the Listening Device procs at the target ship's Initiative in the System Phase, so 5 times out of 6, Cassian will have to guess before the other ship has to flip its dial.

Or more of often 'you're out of range or my chosen move was right anyway i wasted 11 points and two slots.'
