Conner nets and Prox Mines dropped on a ship.

If you drop a Conner Net so that it overlaps a ship during the system phase, what happens?

1. It detonates if and when a maneuver template overlaps or a ship lands on it.

2. It detonates immediately as the ship is overlapping it. But does it still execute its dial maneuver or ion maneuver?

You kind of have to go to 2 places but here we go:

"• If a device is placed overlapping a ship, it is placed under the ship’s base." - page 9 of the rules reference

"MINE
A mine is a type of device that is placed in the play area through a card effect
from a ? upgrade card. The upgrade card that corresponds to the mine has
the “Mine” trait at the top of its card text. Mines can be dropped or launched
during the System Phase and typically detonate after they are moved through
or overlapped by a ship." - Page 13 of Rules Reference.

So when it drops it is placed under the ship, when a mine is overlapped by a ship it detonates, so it goes off when you place it.

The ion is now applied to the ship, so it follows the rules for ion when it activates.

The ship doesn't overlap the mine until it moves, RAW.

As we can see per the rules

"If a device that detonates when overlapped is placed under more than
one ship’s base, it detonates instantly and the player placing the device
chooses which ship it affects."- page 9 of the rules reference

Mines do indeed get overlapped when placed, the rules above are for when more than one ship, but it clearly shows that the mine gets overlapped and detonated.

Amusingly, the RAW interpretation addresses what happens if you place a connor net or prox mine on multiple ships, but NOT what happens when it lands on only one! While it seems like RAI is that the device would detonate immediately, there are no rules that clearly say what happens when you drop a mine onto a single ship's base.
