If a player loses control of the president title, does he/she give their hand of Quarum Cards to the new president along with the Quarum deck and discards?

Yes. Quorum cards are passed to the new pressident. As per page 12 of the rule book: "Whichever player has the President title has control over
this hand of Quorum Cards."

Also, this is stated on the President title card.

So now the real meat of the question is, may an unreveled cylon player who is the president choose to discard his hand of Quarum Cards before revealing himself?

No. But it would be unwise anyhow. It would be more prudent to just play them in the worst possible way.

Some of the quarum card's don't have negative effects that can be exploited, such as Inspirational Speech.

Everything can be exploited, you just have to be imaginative enough. In case of Inspirational Speech: If you're playing with a Sympathizer and your morale is in the red just before the sleeper phase jump, use the speech to ensure that the Sympathizer is on your side.

well, i think, the best way for the cylons is to concentrate one ressource. if this ressource is not morale (because its to high) you can push morale up as you want, it would not interfere your plans. so, this is maybe another option to play the speech-card as a cylon agent!
