If a ship partially executes a blue maneuver, does it still remove one stress token. I thought I heard in one of the preview videos that the blue maneuver had to be fully executed to remove a stress token, but I can't find it anywhere in the Rules Reference or Rulebook. Am I missing something obvious or did I just hear wrong.

Unless they radically changed something between 1st and 2nd and nobody has noticed until now, yes, you remove a stress. That’s how it worked in 1.0, and I’m confident we didn’t all miss a change like that.
Maybe somebody misspoke in the video, they got a few things wrong.
There's nothing in the RR saying you don't remove stress if you overlap.
Manoeuvres don't have to fully execute to add/remove stress.

Nowhere in the rules does it state that you skip or alter Step 2 if Step 1 results in a partial maneuver.
At least I know I'm not going nuts. I heard/read the same thing.
If you were to flip this, then it would also mean you wouldn't add stress for a blocked red maneuver. That would hurt much of the point of blocking.
