Yes. Any time you perform an action, you can also perform an action that is linked to it in your action bar.

Note that this doesn't mean that Sabine can link an evade any time she barrel rolls; it must be a barrel roll action.

To supplement, there are very few situations where non-action barrel rolls will happen. The only two I think exist right now are (1) decloaking, which won't matter by and large, since I don't think there's any way to give that ship a cloak token (2) being assigned a tractor beam token (1 token for a Small ship, like the Attack Shuttle).

It's why she isn't bad now, strap Nunb to her and she can have an action as well for both the focus and eva; maybe an ion turret and Juke, and you have a cheap little ship that could do well.
