FCS does nothing for Whisper because Whisper has no target lock. If you want to use FCS on the Phantom, though, you could move Krennic there.

Bad mistake... I've edit the list...

I would consider dropping or changing a number of things to ensure your bid with two highly position dependent aces like Soontir and Whisper.

I'd drop the Slicers and Shield Upgrade on Vermeil, and change Elusive to Predator on Fel.

That leaves you with 8 points, where I would likely bump Crack on Whisper to Juke, leaving you with a 5 pt bid. If 5 isn't enough in your local meta, probably axe Marksmanship off Vermeil.

You don't need to fully kit ships now to make them effective. Just figure out what they do best and then improve on that.

Soontir is best, I think, as either:

Nekkid (52)

Predator (54)

Lone Wolf, SD (64)

Choose any of those, frees up Juke and FCS on Whisper.

I love the versatility of these pilots together!

I would get rid of the SU and Marksmanship from Vermeil, downgrade Soontir to just Predator, give Whisper Juke and FCS, then have a small bid, or throw on some randoms fillers

I've tried Soontir with predator but I would to try a defensive build on soontir 'cause I want to fight very close to the enemy, great idea Juke on Whisper...
