Hmm. The other Fleet Commands specify that "each" thing may do the rule, but not this one. However any number of other effects with the same or similar wording do apply to every ship (e.g many Commander cards), and General Rieekan had to be changed so it didn't affect every one, so yes - this does affect every ship.
At the start of the Ship Phase, YOU (the ship this card is on) may discard this card or spend an engineering token. If YOU (the ship this card is on) do, UNTIL THE END OF THE ROUND (no matter what happens to this card or the ship it is on) , before a FRIENDLY SHIP (any ship included the ship this card is on but not enemy ships) reveals a command, IT (the ship that's gonna reveal a command) may recover 1 shield.
But if you capitalise "A" - before A friendly ship - you can read it as only one.
To make it clearer, it should say "before EACH friendly ship activates."

"Before each friendly ship reveal a command" never happens as only 1 ship reveal a command each time.
Of course A must be read as only one. Two ships cannot be both about to reveal a command. Only one can reveal a command at a given time. Each time that event happens you can trigger it again so one at a time all your ships benefit from StM.

@shmitty 's TFA fleet disagrees.
I mean I didn't exactly set the world on fire with that fleet at GenCon. (9th place was respectable I guess)
But yeah, there are 2 fleets I have found where STM! works. It's great in a Sato-Hammerhead-Task Force Antilles fleet. And pretty good with a couple of tanky large ships stacked with Projection Experts.
But it should never just be thrown in a fleet without a very serious plan and works best when stacked with damage spreading or additional repair tech.
