Why does the Fang have modification slots for the quick builds, but the app doesn't allow modifications? Maybe they will get the slots eventually?

Quick Build cards break rules when it comes to list building, thats all.

Yep, this. Plus, the quick build cards are static - they're not affected by changes in points cost/upgrades/slots as the app is intended to be. It's simply a different format for playing the game.
