Do you have to spend a second charge when doing the second attack? Also, can the second attack go beyond range 1-2 since it has to be within range 0-1 of defender? The way I interpret it is you have to spend a second charge, and the bonus attack still has to be within 1-2.

Yes, you have to spend the second charge, cluster missiles were actually used as an example in the Rules Reference outlining this. The second part of being able to hit a secondary target range 0-1 of the original but range 3 of the attacker I'm iffy on. I want to agree with you and say it is still limited to range 1-2 of the attacker but I'm not sure.

Yeah, if the card meant for you to break the 1-2 range restriction of the attack, it would provide language for you to do so, as it did for the target lock.
As per Bonus Attack rule, you have to spend any and all costs for said attack if it has any.
The tlock requirement is waived, but the charge is not.
