Looking at the TIE/D, the wording on Full Throttle is "...you may perform an [Evade] action". Can I still perform a normal action on top of this (I know I cannot Evade twice)?

Yes. Anything that's not in your 'perform action step' is essentially what you would have thought of as a 1.0 'free action'.
