Dash, Outrider, Steps

So, Dash with Outrider dials in a 4K over an asteroid.

Step 1: Move and turn 180 degrees.

Step 2: Check for red tokens upon successfully completing a maneuver.

Step 3: Check for Pilot Stress, Receive Stress token.

Step 4: Skip Action phase.

Is this correct, or, is it the following?

Step 1: Move and turn 180 degrees.

Step 2: Check Pilot stress, receive stress token.

Step 3: Remove Stress with Outrider Title.

Step 4: Perform Action (Drop Loose Cargo, for example)

I am fairly confident and would play in the first example, and, considering I actually enjoy playing Dash, just trying to use him as intended.

I had thought the title was to remove locks, jams, tractors, and whatever other red/orange tokens could build up before he activated, or even destress from a white move over a rock. Seeing as he wouldn't receive stress from Debris.

The latter is correct. He gets the stress during the manoeuvre, so he can remove it after.

Since the second part of the Outrider title works "after you fully execute a maneuver," as long as you didn't bump, you get to remove the token before your perform action step... meaning Dash is free and clear to do whatever the heck he wants, action-wise.
