Deathrain ionized and bullseye

Little questions here, that I have lived in a prototype of a 2.0 game:

- Deathrain was ionized at the start of the round. He is dropping a device. Can he do his action for his special ability ? Also, does this action is restricted to focus ?

In my opinion, by simple logic, he can't do another action than focus, since he's ionized, but by the rules reference, the ion only limits the focus during the perform action step. What is the good call ?

- Second question: you can check your arc to choose who to fire at before choosing the defender. Can you check the bullseye arc to see if the defender can be affected by predator or marksmanship before choosing the defender ?

In my opinion, yes, you can check it, but I am not sure.....

Nothing about being ionised prevents you from dropping a bomb during the system phase, which is Deathrain's ability trigger, and the ion rules specifically state you are only limited to a focus action during your normal Perform Action step.

I'd say Deathrain can absolutely perform an action when he drops a device while ionised, and that action can be whatever he wants on his action bar. Noting, of course, that if chooses a focus then, he will not be able to perform any actions during the normal Perform Action step as he has already done a focus action that round.

Yes.

Rules Reference, pg 4 ' Attack ':

"1. Declare Target: During this step, the attacking player identifies and names the defender of the attack.

a. Measure Range: The attacking player measures range from the attacker to any number of enemy ships and determines which enemy ships are in which of its arcs .

....

c. Declare Defender: The attacking player chooses an enemy ship to be the defender. The defender must meet the requirements defined by the weapon."

'Measure range' happens before declaring the defender, and includes checking all arcs. You are allowed to see which ship is in which arc before you decide which ship to attack.
