I may play True Survivor to return 2 Innate or not?

If you play True Survivor and you only have one or two Innate skills in your discard pile, the effect still resolves and you get back the one or two skills. But if there are three or more Innate skills in your discard pile, you must return three of them to your hand (i.e. you can't choose to take fewer than three if you have at least 3 to choose from).

This is because the card does not say "up to" (the effect is returning exactly three cards, not up to three) and you must resolve as much of the effect as possible, but if the effect doesn't have a full three targets it will interact with as many as it can. This is covered on p.10 of the Rules Reference.
