A friend of me got a Pre-Release of the german Core Set on the german Nationals last week. Now he tells me that there was NO Rules Reference Book included?

Nope.
The rules reference never came in the core sets for 1.0.

Mine only ever had the Learn to Play in it.
Either way, the 2e Rules Reference is online, not in the box.
Maybe there'll be a Rules Reference built into the app so they can also make changes to it if/when necessary rather than releasing an FAQ/Errata? Obviously this could also apply if it remains online.

Pretty sure this is then idea. I think this is what Destiny does. FAQ is generally an incorrect term anyway. It was mostly an errata document.

No it wasn't. The FAQ was about twice the size of the errata portion of the document.

As did mine. But I got into the game pretty late, so maybe I had a secondary printing of the blue Core and it was included there?

I bought TFA core on the day of release, and I can confirm that it came with the Rules Reference on the first printing. ? I was a bit puzzled by the 2nd Ed core not coming with it, but I guess they want to treat is as more of a living document than previously.
It's certainly going to make the step from casual to competitive play a bit harder though, as the core rulebook and the rules reference do seem to differ on details in places.

I tend to keep a PDF copy of the RR on my tablet anyway, but having the hard copy was nice. Hopefully a searchable and well indexed RR is included in the official app.

This is my hope as well, that they will take advantage of what they can do in an app and make it indexed and searchable. But if instead they just point us to the PDF, which I find difficult to use on my phone, I made a version of the current RR that works well on small screens, has links to each glossary entry, and is searchable:

If FFG makes a nice RR in the app, I won’t keep this up to date. If they don’t, I’ll do my best to keep my version up to the latest revisions.

You sir have just earned yourself a shortcut on my tablets home screen.
I'm very happy that they are going to keep the rules reference online. It means they can update it with new rules as new features come out instead of requiring players to have the reference cards or ship inserts with no online reference for people who didn't buy a particular expansion.
I ended up putting all of the 1.0 rules from every rules source on my own searchable web-site when I got tired of nobody ever knowing what the docking rules were for the Ghost and Phantom.
It did not come with the core set that were available at Gencon.
One of the reasons the 1.0 FAQ is so long is because they can't come to your house and change what it says in your printed RRG. Changing the online RRG is a much better solution for having consistent rules.
