I’ll let people fill in specifics, but generally (as I often rulez-guy the World Cup)
1) Windows will be specifies by the event, in, play games by x date. The rules for non games should also be provided.
2) One person at least should log, ideally, Dropbox is used to share it, but it’s not exclusively required as long as both players are agreeing on results - there’s often public witnesses anyway.
3) No time limits other than “try to be quick” - vassal does allow you to save and return after all.
4) Try to conform to normal rules - only one set of measuring at a time unless it’s extremely necessary - at least in the past, messing about with multiple measures at once and trying to undo/redo them was a great way to never be able to remove the selected measurement. ?
but that is jyay generalist advice - I repeat, I am **not** a registered or listed TO/Judge/Marshall for this event and have no official authority in this capacity ?

These are ALL great questions.
We have a lot of newcomers (heck yeah!) and we need to reiterate stuff that seems easy for the vets.
Window for agreeing time to play a match - You'll have about two weeks (I'll make sure to include two weekends) to schedule your match with your opponent. Usually, this helps in getting the games in. However, If you cannot find a time, I'll have to step in and make a ruling (Usually, 1 party has an unforeseen issue and forfeits the match)
Saving of log files to keep a record of the match - Not required, but awesome. Saving the log files of your matches really is like a little journal of love that you share with the community. I'll make a battle report thread soon where you can share your reports and logfiles. Usually a google drive or dropbox link are shared.
Time limits during the match - NONE! I will tell you that your first VASSAL games will be longer than IRL ones. Later, however, they are actually quicker due to not having to pick anything up or go to a store!

Any other Vassal 'tournament' rules (e.g. when can you use measuring - are you able to put multiple range measures on simultaneously?) - You shouldn't really ever use two tools (nav and range bands for example). The module will actually clear bands when you bring up the nav tool for this reason. The only thing that is allowed is nudging your squads into the desired location, and this should be done QUICKLY.
RULE NUMBER ONE: Communicate with your opponent. If you have a question or ruling try to figure it out between the two of you or ask a friendly observer for help. I'll have judges that you can ping or you can ping me directly. Usually, though, you can decide this amongst yourselves. We haven't ever had an issue with any play in the past, so don't be THE GUY

CN - to this effect, I personally really like the rule that was established by (I think it was GK?) that when moving squads you can have up to 2 range bands up. It greatly expedites the process since vassal is so stupidly precise (alternative is fliping bands back and forth a million times for each squad movement to make sure everything is range 1 there but not there etc etc.)
Ever since that tournament that has been my standard method of squad movement for vassal because it really really does make things profoundly more streamlined while still accounting for the "if you mess up by 1 pixel I'm gonna know" element of vassal.

As long as the two are part of the same squad movement and done for simplicity, I agree.

Indeed thats the caveat, just like throwing up dis on the squad you are targeting + dis on the targ you are moving, or dis on the target you are avoiding etc.

Two range bands for squads is also nice in that you can quite quickly see "yea not possible" without taking 5 minutes and trying to remember which star the imaginary range band went to
