I dunno, is spamming Ranged(Light) in combat a problem? I'd only consider it spamming if the player themselves said, "I used Inspiring Rhetoric...again" without any sort of narrative description. I am reluctant to impose any sort of limit as using that action has a cost associated with it just like any other action. It's only slightly better than a PC choosing to freely recover strain with rolled advantages on their turn, and slightly better enough to make it a useful action for a non-combative PC.

This actually exactly what we did in my old group, describing the action and interpretting all those advantage and threats into the scene. So yeah, he would have to give a speech or describe IR. Besides its much more fun that way. And as someone pointed out, makes encounters less wargame-esque.
