There are a few effects that specify "targeting" (such as heavy cloak and shadow bracers) and some others that specify "affecting" (such as dragon breath and blast), is there a difference? Or could you use the heavy cloak/shadow bracers to cancel a surge on an attack that only hits you because of dragon breath or blast, sometimes canceling the attack hitting you altogether?
