I think should be player assign his own section if the text is target capital.
Else the text on Glittering Tower would not specify target section of an opponent's capital.
unless it's indirect damage, the player dealing the damage chooses the targets. So if you control Dwarf Ranger and his ability actuates ("Forced: After one of your other [dwarf] units leaves play, deal 1 damage to one target unit or capital"), you deal a damage to any unit or capital, your choice of section if you choose a capital.
Glittering Tower & Dwarf Ranger deal damage the same way (with G.T. having the restriction of opponent's stuff only). GT is just clearer in its card description than DR.
Artemus is correct. Any effect that deals damage does so to the target of the player's choice unless it is indirect damage.
