Usually, if you have enough force points to activate them all. However, some of them are actually alternate uses of the power, and these are not always compatible with one another in a single use of the power. What specific power are you asking about, and which upgrades?

Control to do more damage with medicine and controll to heal wounds and control to give opponent a critical hit.

heal harm is a dual power that you need to state which side you are using but once that is decided you can use all of that sides controls if you can power them
and since the medicine and critical upgrades require no power it would be very easy to get all three regardless of whether your using heal or harm

All of those can be used together.
- The "plus Medicine" is effectively passive and automatically kicks in when using the power once you've learned it.
- The "heal Wounds" I presume is the Harm application where the user heals what they inflict on others. This does cost additional FP to use.
- Giving opponents critical hits can automatically be used, but it has a check involved that you have to pass.
But can you heal bout strain and wounds if I have bout control upgrades? and pay 1 dark force pip?

You can use both, but each must be activated with its own pip and you need to spend the pip for the base power first. Using both requires at least 3 pips (base power + heal own strain + heal own wounds).
