Because Piett and the Emperor are from the movies as opposed to the books. More fans associate Piett as the commander of an SSD then any other character in Star Wars.
I'm joking for the most part, I just finally found out why the Command Prototype card art looked familiar.
I am upset about the card that removed a Bothan Assault Cruiser (Intensify Firepower I think), FFG didn't even remove the turbolaser shots, so the ISDs are being fired at by a ghost.
I want Bothan Assault Cruisers...
I was wondering how FFG could use that artwork for the SSD?
Because they chose to go with other cards instead. Apparently Director Krennic is one of the officers?
Grand Moff who? I've never heard of him.

It's the Command Prototype card art, FFG removed the Pentastar Alignment crest and cropped the image to fit.

Ardus Kaine replaced Tarkin after his death as the Grand Moff of Oversector Outer, and created his own government after the Emperor's death called the Pentastar Alignment.
Unlike most Imperial Warlords he ran his own nation well and chose to have a ceasefire with the New Republic. The Pentastar Alignment survived even after his death, while most Imperial successor states died with their leaders.
Go play Thrawn's Revenge: Imperial Civil War, a great Legends mod of Empire at War: Forces of Corruption. The Pentastar Alignment is one of the easiest factions to start as they border lightly defended Imperial and Zsinj space.
