When Rear Admiral Chiraneau has Reinforce and attacks a ship in the Reinforced half who has a Freelance Slicer and is locking RAC, after the Freelance Slicer ship Jams the Reinforce token away does RAC get to use his ability to modify a focus to a crit?

Nope. The Slicer triggers before rolling the attack dice. When you get to the modify dice step, the reinforce token is already gone.

While that appears true, why does the TIE Adv. x1 Adv Targeting Computer get to change a hit to a crit after it spends the lock? The Lock is no longer there to modify the hit similar to the Reinforce on RAC but it was there at some point of the attack, so which is correct?

ADVANCED TARGETING COPMUTER: While you perform a primary attack against a defender you have locked, roll 1 additional attack die and change 1 x result to a X result.
Although changing the hit to a crit is mandatory (doesn't say 'may'), since you can perform dice modifications in any order, if you spent the lock before changing hit to crit, you would no longer be able to change the result, as the defender is not locked.

With Advanced Targeting Computer you don’t spend the lock to get the extra die and “hit” conversion.
