Cover is applied before Impact.
I seem to be getting myself completely in a mess over the sequence of when to apply cover, I know the rules have been clarified since release but I’m. Not sure where the single best source now is.

The Rules Reference Guide has the specific order for resolving an Attack on page 14. The steps are:

You gotta feel sorry for 40k players looking for WS and BS... Legion just makes NO SENSE to them.
It can remove dice before impact, but it is of limited use since you need to remove more hits so that there is less hits left than the pool has in impact.
I think this is a big help to speeders. Cover 2 would make them much more flyable as they'd cut down on a lot of incidental ground fire from moderate impact things like DLTs that make them so easy to kill.
Speeder bikes seem very balanced. In the movie you pretty much said, "Hey look over here" and they were dead. They definitely need to be fragile.
It rarely does anything in practice.
The cover 1 does help against weapons with high impact and low dice; specifically Saber Throw and the AT-RT laser. You are still getting murdered by those things, though.

As an aside, I'm a little surprised the Cover X rating wasn't tied to the Speeder X rule. In my opinion a vehicle flying fast and high is harder to hit than one flying fast and low.
Yeah I think if the Snowspeeder had Cover 2 it would go a long way towards making it a more appealing unit. The other thing I have thought of is if it had some sort of special Keyword that allowed it to cancel crits with cover and dodge tokens
The correct answer is there is no point because natural crits ignore everything so your speeder dies just as quickly as a naked rebel trooper standing in the open shouting 'all storm troopers are bastards!!'
