A.) Yes it is, because pilot skill factors into their strength

Also, ffg learned to stop pricing pilots by initiative alone (see Biggs v Thane, + duchess, brath, tomas etc). This ain't 1st Ed

So, again, highest skilled pilots should not get the best ability

B) well la te da, Vader. You can get in line behind Jonus, Deathrain, Sabine, Luke, Biggs, palob/mux, Sol, rebel Lando etc.
