Actually it could be useful, sometimes you really don't want to think about the random npc who wasn't supposed to become a character. Actually I'd only use the book for the charts on random apearance and personality and funny quirks. But then I might as well get the 2nd (or was it 1st) edition WH book as that has lots of nice tables to deal with things you couldn't care less about, I rolled on the family table for my high elf gambler Ellarion Feyleaf (32 years old) and found out that he has an older sister (59) and both his parents are alive at the age of 123.
I could certainly use a systemized way to handle conversations or NPC specifics and what-not. I'd get it.
I always enjoyed rolling up PC quirks using the Apocrypha 2: Chart of Darkness tables. Seems just as useful as a Monster Manual 8 or another book full of Feats and Prestige Classes anyway. Anyone can use their imagination to make up character details from scratch. It takes a real roleplayer to let the dice decide the details, and then bring those details to life.
