They are. Each faction has three releases outside of the core.

Ehhh.... I'm not sure that the TIE Reaper or Saw's is considered Wave I by FFG. Neither are listed on the Second Edition product page and they don't have swz product codes. They also weren't listed as a part of Wave I in the Wave I product announcements. I also wouldn't be surprised if any FFG "Wave I only" tournaments exclude both the TIE Reaper and the stuff out of Saw's (so no U-wing or X-wing pilots from the expansion).
Look on the product page. Pretty much all references to 'waves' have been removed.
Not sure whether Lando's Falcon is technically considered Wave I, as they said the Wave I ships wouldn't have any cards not in conversion kits, and Lando's Falcon has a bunch?
Reaper and Saw's Renegades are "Wave 0" aren't they?

No, Reaper and Saws renegades are considered part of wave 1.
