I live in Washington State. Alliance (the distributor) told my FLGS they know nothing of special decks...and that was just a couple weeks ago.
T-65 PROMO DAMAGE DECK
I really don't understand the complaints here. The promotional materials (at least what has been quoted) don't say or even imply that the damage deck is free if you buy the starter from your FLGS. It's a promo item meant to benefit the seller. If FFG sells the Starter to you, giving the deck away as an add-on helps them...you bought from them and their margin has just soared. They can afford to eat the $2 in that case.
If your FLGS sells the Starter to you, giving you the add on as an incentive benefits them, not FFG. FFG makes the same margin whether it was a FLGS or an online retailer selling the Starter. Your FLGS needs to decide whether they want to participate (they probably should...it's a great incentive item).
Frankly, I'm impressed that FFG is making this available for FLGS's. A promo like this is often direct-order only, IME. I've often gnashed my teeth when I can't get a promo sales incentive through my FLGS (Wargames Foundry and Prodos are both examples that spring to my mind). Had I known about this promotion ahead of time, I might have changed my ordering plans. And I'd gladly pay the $2 myself. That is super cheap for this kind of game component.

Given that Asmodee Canada managed to get bombers to our FLGSs only 5 months after release and that we're only 200km away from their distribution center, I have not a single shred of hope they'll pull this release off. I hear they have been getting better, but I'm not one to trust again.
I'd be happy to be wrong.

It’s psychology. FFG give the impression something is a free pre-order bonus (simply by not stating they’ll be an extra charge gives the appearance of being free). This creates an expectation (certainly everyone at my FLGS expected no charge). Then it appears it will be charged for dashing those expectations. This makes people annoyed - not the paltry amount they may be charged but the that something appeared to be free but now appears to be not. Also uncertainty. Is it still free or not? ? FFG really have dropped the customer service ball on this matter.

That promo deck is hardly free. They are just hiding the consumers cost in their shipping charge.
Back when the pre-order deal was first announced I checked into the cost of getting one direct from FFG. The shipping cost was $13.50. That's seems pretty excessive.
I decided not to pre-order after inquiring with my local store about the promo deck (they are getting them) and pre-ordered there instead.

I spoke with my FLGS this week (which is just down the street from FFG HQ) and they had personally spoken to their FFG counterpart - who could not guarantee they would receive the damage decks?? He said he didnt know anything about additional charges to the store for the decks.

That's not what this is about. No one cares about paying two dollars for a promo deck.
It's about FFG being misleading and borderline unethical in how they appear to be handling the promo deck (assuming they are actually charging extra and keeping store owners in the dark until they receive an invoice).

I'm actually really glad FFG is offering a way to get an additional deck. We are a two player household. Everything else is easy to share from one core except the damage deck. I'm more than willing to pay the extra $2 for the extra damage deck if that is what my FFG needs me to do.

Yet after noticing that the cards size, I were less interested in it
I called two different LGS and neither could get the decks. One is small and went through a distribution, I guess they just didn't know? The other is large and said they were not participating, though they may have anyway. So I bought the cores through FFG.
I would gladly pay $2 for a second damage deck.

A I recall is was "pre-order from us or a participating local store and get the deck free".
If your store chooses not to buy any decks than they aren't "participating" in the promotion. The choice is still up to the store to buy the decks or not, but the customer has been led to believe that "participating" means "sent the paper work in on time" not "ordered and payed for the additional product".
