Characteristic Advances: Too Pricy?

I recently got Acsention, and went on to get the "Heed a Higher Calling" pdf from FFG so I could have a template for my character devlopment. I soon realised that the presented characters had way to in the Department of Characteristic Advances, at lest insofar I understand what they cost.

Example Inquisitor was an Arbite pre Acsention, having taken:

+10 WS, +10 BS, +10 Strength, +10
Toughness, +10 Agility, +20 Intelligence, +15 Perception,
+20 Willpower, +10 Fellowship, +6 Wounds

Now if my math is correct this would cost 11100 XP for the Characteristics alone (He has a LOT of SKills and Talents as well)

My problem here is that all the Pre-made packages claim to be made with 13000 XP, but with what I know of characteristic advances, this is clearly impossible.

My Question is: have I understood the Price of characteristic advances correctly, that is you add the cost of the Simple advance to that of the Intermidate advance and so on, so that for an arbitor to get +10 BS you pay a total of 350xp?

An idea that came to my mind was that Characteristic Advances cost the total listed for their heading, I.E an Arbite would pay a total of 250 XP for the Intermediate BS Advance (100+150). This "solution" made it a little more possible to come close to that premade character.

With a normal DH character moving through Ranks 1-8, yes you are correct. You pay the full price for each level of Advance (Simple, Intermediate etc).

The Ascension pre-mades were built using some other mechanic.

the rules for creating an ascended character "top-down" are screwy too. according to that method you can spend all 13k xp on rank 8, a guardsman can choose from the commander/storm trooper/marksman branches, all three of them.

so yea, their character creation for a throne agent makes the characters potential more powerful.
